Three candidates – Lawrence Kaoulouris, Edward Rosenbaum and Jose Batista – have been tapped in the race for Community Board 1’s new district manager.
CB 1 – which covers Astoria and parts of Long Island City and Woodside – has been searching for new leadership since April, when District Manager Lucille Hartmann and Chairman Vinicio Donato first announced plans to retire this summer. On Tuesday night, at their last meeting, they revealed that the three candidates have emerged as front-runners in the race for district manager.
CB 1 will elect a new district manager in an executive session meeting scheduled for June 29, after press time.
Hartmann, who has been district manager of CB 1 since 2008, said she is looking forward to rest and relaxation after she retires in July.
“Tonight, I appreciate all the accolades you bestowed upon me,” Hartmann said, as she accepted proclamations from city, state and federal officials. “I’ve been blessed. Thank you all so very much.”
Donato was appointed chairman of CB 1 in 1976, a position which he has continued to serve for nearly four decades.
For their many years of service, both Donato and Hartmann were presented with proclamations from City Council Members Jimmy Van Bramer (D-Sunnyside) and Costa Constantinides (D-Astoria), Assembly Members Aravella Simotas (D-Astoria) and Cathy Nolan (D-Sunnyside), Queens Borough President Melinda Katz and Rep. Carolyn Maloney (D-Manhattan/Brooklyn/Queens).
While this was his last meeting, Donato told the Queens Tribune last April that he plans to stay until the end of August, through the transition of a new district manager, at which time a new chairperson will be selected.
District Managers are hired by a community board to serve many roles, primarily acting as the liaison between the residents and business owners in a community and board members. They are also required to establish an office, hire staff and implement procedure to improve delivery of city services in the district. At meetings, they serve as a non-voting municipal manager, handling permits and applications voted on by the board.
