After a Community Board 1 election for their new chairperson ended in a tie last month, Tuesday’s meeting in Astoria ended with results.
“The first thing we had on the agenda was the introduction and discussing the bylaws, our board went over the bylaws and the rules and regulations, John Katsanos did research and looked into the Roberts Rules [of Order],” said Florence Koulouris, district manager for CB 1.
The Roberts Rules of Order states that a motion that ends in a tie is recorded as failing and another vote could be called, but at a different meeting.
During the first board meeting, the vote between the George L. Stamatiades and Joseph Risi Jr. ended in a tie of 20 to 20, the first time CB 1 has ever run into a situation like that. After looking into Roberts Rules of Order, the board called the original vote null and void.
The null and void decision led to new elections, which began with new nominations; ending up with the same nominees of Risi and Stamatiades. A ballot vote was made with three board members counting the votes and two board members overseeing the votes. By the end of the voting and counting process, Risi won the election 28 to 14 with 43 members total and one member not participating.
Risi succeeds former Chairman Vinicio Donato, who stepped down in August after nearly 40 years as leader of the Astoria-based community board.
